#1 Implement ExplorerPatcher and configure settings for Windows 7 command bar etc

ExplorerPatcher settings need to be configured how we want it by using the registry.
Settings include: taskbar combine level > never combine, Explorer command bar > Windows 7, and general hotkey options. More to be added later.

Investigate what all the ExplorerPatcher options do, and ask actrons about some of them.
